I believe it is. If you turned it back CCW to the stop you could even remove it if you pulled up on it.

You know, when I had reassembled my engine a few weeks back and had it sitting on the bench before putting it back in the frame, I had a very similar thought. I wondered whether I had put it back together right. The clutch release that you're spinning there did the same thing. I even lifted it clean out of the case and that had me really worried...
However, once I reinstalled the engine and hooked the clutch cable back up,
including the bracket
, it was all good. So from my relatively inexperienced view, I'm calling it okay. Especially if you had no problems before you removed the cable.

Update, all is good to go, and she shifts like brand new with the new upgraded cable!

Yep that is normal movement w/o the cable attached. If you were to pull the side case you would need to remove that from the case to get the side case off.
